He was General Director of the Ibero-American Cooperation Institute and Vice President of the Spanish Agency for International Cooperation, Secretary of the Embassy of Spain in the United Kingdom and Counselor at the Embassy of Spain in Mexico. Ran the position of the Permanent Representative Ambassador of Spain in the United Nations Office and International Organizations, Geneva (2004-2007); Chairman of the Finance Committee of the World Trade Organization (2006), Chairman of the Council of the International Organization of Migration and Ambassador of Spain in Russia (2007-2011).
